Principal Engineer
Mr. O'Neill holds a B.S. in Civil Engineering and an M.S. in Structural Engineering from the University of Connecticut, and is a registered Professional Engineer in all six New England states. He founded O'Neill LLC in 2025 to provide independent forensic engineering services to clients throughout the region.
His forensic practice is built on a foundation of direct, hands-on design experience. Before transitioning to forensic work, Mr. O'Neill spent years as a practicing structural and site civil engineer — designing new structures, overseeing construction, and reviewing construction document packages across residential, commercial, municipal, and industrial project types. That experience is not incidental to his forensic work: it is central to it.
When Mr. O'Neill evaluates a damaged structure, assesses a construction defect, or analyzes a premises liability claim, he draws on the same understanding of structural behavior, load paths, building code requirements, and site design principles he applied as a licensed design professional. This dual background — as both a creator and an analyst of the built environment — distinguishes his forensic practice and enables thorough, technically grounded opinions.

Engineering inspections and code compliance analysis in support of slip-and-fall and premises liability matters. Mr. O'Neill's background in site civil design and ADA compliance provides a technically informed basis for evaluating conditions at the location of an incident.
Investigation of alleged defects in new construction, renovation, and structural alteration work. Drawing on his experience creating and reviewing construction document packages, Mr. O'Neill evaluates completed work against design documents, applicable codes, and industry standards.
Assessment of damage to roofing, facades, and building components following storm events. Analysis of cause and origin, scope of damage, and the relationship between observed conditions and the storm event — with documentation suitable for insurance and litigation purposes.
Technical review and analysis of structures and site conditions for compliance with applicable building codes and standards. Evaluations are performed in connection with damage claims, premises liability matters, construction disputes, and other matters where code compliance is at issue.
